Is Keystone Puppies Legit?

About KeystonePuppies.com

KeystonePuppies.com is a Mount Joy, Pennsylvania–based puppy-selling website founded in 2012. It is a business that advertises puppies across dozens of breeds and mixes, promoted with the tagline “Healthy Puppies Delivered Directly to You” and claims of “over 1,000 five-star reviews.”

As with every site in this section, the first thing to understand is what Keystone actually is. In its own disclaimer: “Keystone Puppies, LLC is an online advertising source for many reputable breeders. Keystone Puppies does not house, purchase, or raise puppies.” Keystone does not breed, own, or care for the puppies it sells. It is an advertising platform. Breeders pay to be listed, and the company earns money when those puppies sell.

What Puppy Buyers Should Know About Keystone Puppies

Keystone Puppies is an online advertising platform that connects buyers with individual breeders. Because the company does not breed, house, or raise the puppies itself, buyers should research the specific breeder behind each listing before making a payment.
A polished website, breeder profile, delivery service, or internal accreditation program does not replace visiting the breeder in person, meeting the mother dog, and seeing where the breeder’s dogs live.

The “Accredited Breeder Program” is Keystone grading its own suppliers…

Keystone promotes an Accredited Breeder Program that includes breeder requirements and in-person visits. However, the program is administered by Keystone itself rather than an independent third party. This is why we do not suggest buying a puppy from this website.
Buyers should still verify the breeder’s identity, licensing, inspection history, health testing, and living conditions independently.

But the referee and the team share a paycheck

Every bit of that program is administered by Keystone itself — the same company that gets paid when the puppy sells. There is no independent auditor, no government inspector, and no public inspection reports you can read. A breeder can be twice-a-year “accredited” by Keystone and still hold nothing more than a standard commercial license that permits stacked cages and legal-minimum care. When the referee and the team share a paycheck, the grade is marketing, not oversight.

Marketing Terms That Are Just Marketing

Keystone’s site is built around confident, reassuring language. Here is what those phrases actually deliver:

“No Puppy Mill Promise” / “ZERO tolerance for puppy mills.” A pledge, not a verified fact — and self-graded. A commercial breeding kennel that meets legal minimums is simply not called one.
“Accredited” / “Reputable” / “Top-tier” breeders. These are Keystone’s own labels for its own paying advertisers. They are not third-party certifications and carry no independent standard behind them.
“1-Year Genetic Health Guarantee.” Typically covers a narrow list of genetic conditions and offers a replacement puppy rather than covering the vet bills for the one you have. Read the exact contract terms before you count on it.
“Over 1,000 Five-Star Reviews.” Volume of reviews says nothing about the conditions the parent dogs live in. Independent review sites tell a more mixed story than the testimonials curated on the seller’s own pages. Look at the lower star ratings of all the sites with reviews on them.
“100% Safe and Comfortable” travel / “Safest Pet Travel.” No one can guarantee a shipped puppy is 100% anything. This phrase sells the convenience of not visiting the kennel — which is exactly the step you should not skip.

Shipping and Delivery Can Prevent Buyers From Seeing the Breeder

Keystone promotes nationwide puppy delivery. While delivery may be convenient, it can also allow a buyer to complete the purchase without ever visiting the breeder, meeting the mother dog, or seeing where the breeder’s dogs live.
Before agreeing to delivery, ask whether you can visit the breeder in person. If you cannot see the breeding operation yourself, you are relying on the website and seller to describe conditions you have not verified.

Red Flags to Watch For

It is headquartered in Lancaster County, PA — one of the highest-density commercial dog-breeding region in the U.S.
Describes itself as advertising only; “does not house, purchase, or raise puppies.”
Its “accreditation” and “inspections” are run in-house by the company that profits from the sale.
Puppies shipped nationwide so you never see the breeding facility or the parents.
Reassurance language (“no puppy mill,” “100% safe”) with no independent verification behind it.
Curated on-site reviews and testimonials that differ from independent, third-party reviews.

FAQs About Buying Puppies Online From KeystonePuppies.com

Should I buy a puppy from Keystone Puppies?

We recommend researching the individual breeder behind any Keystone Puppies listing before making a decision. Visit in person, meet the mother dog, verify licensing and health testing, and see where the breeder’s dogs live.

Is Keystone Puppies a scam?

It operates as a real, established business, and many buyers receive a puppy. But the meaningful risk isn’t a missing puppy — it’s a puppy from a commercial kennel you never got to see, with the health and temperament problems that sight-unseen sourcing invites.

Does the Accredited Breeder Program keep out puppy mills?

There’s no independent way to confirm that. The program is designed, run, and graded by Keystone itself. It seems to be self-issued badge from the company, like a marketing tactic.

What about the 1,000 five-star reviews?

Reviews collected and displayed by the seller are curated. Check independent, third-party review sites, where the picture is more mixed — and remember that even a happy buyer likely never saw the kennel the puppy came from.

What should I do instead?

Buy only from a breeder who will let you visit in person and meet the puppy’s mother so you can see her mental and physical conditions, see where she and all of the breeders dogs live, or adopt from a shelter or breed-specific rescue. If a seller won’t let you see the parents and the place the puppy was born, walk away.

Before You Buy: How to Find a Puppy the Right Way

The simplest, most reliable test is this: can you visit, in person, and meet the mother dog where she lives? A responsible breeder welcomes it. Meet the mother, see the conditions, and never pay for a puppy you haven’t seen with your own eyes.
